Édouard Phillipe
Former, French Prime Minister
Édouard Philippe, former Prime minister of President Macron, is the Mayor of Le Havre since 2010, re-elected in 2014 and 2020. He is President of the Horizons party that he has formed as of October 2021. In November 2021, he was elected President of the international network of port cities (AIVP).
After classical studies in literature, history and political science in classes préparatoires at Janson-de-Sailly and Sciences Po, Édouard Philippe was admitted to the ENA, the National School of Administration, from which he graduated in 1997 (Marc Bloch class).
Édouard Philippe’s political commitment started in 2001 when he was elected on Antoine Rufenacht’s ticket – his predecessor as Mayor of Le Havre – and nominated as adjoint au Maire in charge of urbanism.
Édouard Philippe has also had a national commitment. First, as Director General of Services of the Union for a Popular Movement (UMP, a party founded by President Chirac). He was appointed, in 2007, special advisor to Alain Juppé, Minister of the Environment and Sustainable Development, for whom he also worked as spokesman, during the 2017 presidential run. From 2012 to 2017, he was Member of Parliament representing the 7th district of Seine-Maritime.
From October 2007 to October 2010, Édouard Philippe was Director of Public Affairs at AREVA, a multinational company specialized in nuclear power.
He is also a jurist, as member of the Conseil d’État, where he worked as administrative judge (1997-2002), and as lawyer during his stints in the law firms Debevoise and Plimpton LLP (2005-2007) and Wilhelm & Associes (2011-2012).
He is the author of Des hommes qui lisent (2017, éd. JC Lattès) and Des Lieux qui disent (2023, éd. JC Lattès), and along with Gilles Boyer, of L’Heure de verité (2007, éd. Flammarion), Dans l’ombre (2011, éd. JC Lattès) and Impressions et lignes claires (2021, éd. JC Lattès).
